Enugu State Governor, Mbah Charges Enugu Civil Servants On Reform Ownership, Strategic Leadership

Enugu State Governor, Barr. Peter Mbah, represented by the Deputy Governor, Barr. Ifeanyi Ossai, has called on senior civil servants in the state to embrace ongoing reforms and take full ownership of policies aimed at repositioning the public service for efficiency and global

competitiveness.

Barr. Ossai, made the call, while declaring open a three-day workshop for Directors and Deputy Directors in the Enugu State Civil Service, organised to strengthen strategic leadership, corporate governance, and operational oversight across ministries, departments, and agencies.

He acknowledged the disruptions that accompanied the administration’s reform initiatives over the past three years, attributing some of the challenges experienced within the system to communication gaps between political leadership and the civil service.

“We came in to serve and began to disrupt existing systems without sufficient prior engagement. For the challenges that arose from that, particularly due to inadequate communication, we sincerely apologise,” he said.

He, however, stressed that all reforms introduced by the present administration were driven by a genuine commitment to reposition Enugu State for sustainable growth and improved service delivery.

“Every policy, every reform, and every effort we have made comes from a place of deep love for our state and a strong desire to make Enugu a home that works for all of us,” Ossai stated.

The Deputy Governor underscored the critical role of the civil service in translating government policies into tangible outcomes, noting that the success of the administration’s agenda depends largely on the commitment and professionalism of civil servants.

“You are the ones who drive these policies to fruition. The visible changes we see today are a testament to your dedication, and we owe you a great deal of gratitude,” he added.

Describing the training as timely, Ossai emphasized the need for continuous learning and adaptation in a rapidly evolving governance landscape. He urged participants to embrace innovation, particularly the adoption of e-governance systems, to enhance productivity and service delivery.

“In a competitive world, learning and relearning are essential. E-governance is no longer optional; it is critical to achieving efficiency and improving the ease of doing business,” he noted.

He further encouraged open communication within the system assuring civil servants that the administration remains receptive to constructive feedback. According to him, mechanisms have been put in place to ensure that concerns affecting service delivery are addressed promptly.

Ossai also called for a more informal and engaging interface between political leaders and the civil service, suggesting future interactions in less rigid settings to foster better understanding and collaboration.

Earlier, the organisers noted that the training programme is designed to equip top-level civil servants with the skills and knowledge required to institutionalise reforms, ensure policy continuity, and strengthen governance structures in the state.

The Deputy Governor concluded by urging participants to take the training seriously and leverage the opportunity to enhance their capacity, as he officially declared the workshop open.
